オバマ大統領の広島スピーチで感じたこと

オバマ大統領は5月27日、広島市平和記念公園原爆死没者慰霊碑に献花した。

オバマ大統領は現職のアメリカ大統領として初めて、被爆地・広島を訪問し犠牲者らに哀悼の意を示すスピーチを17分間にわたり行った。このスピーチで感じたことを下に列挙してみたい。

ボンヤリした内容だった

美しい言葉が並ぶが、2009年4月プラハオバマ大統領がアメリカが「核なき世界」を追求していく姿勢を示した「プラハ軍縮演説」に比べてふわっとした内容だった。プラハの演説ではアメリカ合衆国大統領として立場を明確に打ち出して力強さが感じられたが、今回のスピーチは主体があいまいでボンヤリしている。

Why do we come to this place, to Hiroshima? We come to ponder a terrible force unleashed in a not-so-distant past. We come to mourn the dead, including over 100,000 Japanese men, women and children, thousands of Koreans, a dozen Americans held prisoner.

weという主語があいまいで誰のことかわかりにくい一方で、「数多くの朝鮮の人々、12人のアメリカ人捕虜」について言及する政治的配慮は忘れていない。

期待したのは、原爆投下という重大な意思決定をしたアメリカ合衆国大統領としての心情だったのだが、終始ボンヤリした内容で残念だった。任期中はオバマ個人の本音は言えないというというところか。

hibakushaという語が一般化していた

スピーチを聞いて驚いたのはhibakusha(被爆者)という語が説明もなく使われていたことだ。

Some day, the voices of the hibakusha will no longer be with us to bear witness. But the memory of the morning of Aug. 6, 1945, must never fade. That memory allows us to fight complacency. It fuels our moral imagination. It allows us to change.

たしかに手元のColins English Dictoionary 12th ed. には、hibakushaの見出しがあり、a survivor of the atomic-bomb attakcs on Hiroshima and Nagasaki in 1945 という語義があった。一般的は、a A-bomb survivorぐらいで、hibakushaという語が一般的なのか分からないが大統領のスピーチに使われたのには驚いた。

「恐怖の論理から逃れるべき」といういうが…

スピーチのハイライトを見てみよう。

Still, every act of aggression between nations, every act of terror and corruption and cruelty and oppression that we see around the world shows our work is never done. We may not be able to eliminate man’s capacity to do evil, so nations and the alliances that we form must possess the means to defend ourselves. But among those nations like my own that hold nuclear stockpiles, we must have the courage to escape the logic of fear and pursue a world without them.

「核保有国は恐怖の論理から逃れて、核なき世界を希求する勇気をもつべき」というのがスピーチのヤマ場だろうか。ここでも抽象的で具体的な道筋が示されていないのでボンヤリしているという印象を受ける。

「核なき世界」(a world without nuclear weapons)という表現はプラハの演説でも見られたが、ほかにもプラハの演説を引用している箇所がいくつ見られるので比べてみるとよいだろう。

広島を訪問しただけでスゴいのか

スピーチの以下のように結んでいる。

The world was forever changed here, but today the children of this city will go through their day in peace. What a precious thing that is. It is worth protecting, and then extending to every child. That is a future we can choose, a future in which Hiroshima and Nagasaki are known not as the dawn of atomic warfare but as the start of our own moral awakening.

美しい言葉なのだがやはりボンヤリしている。それでも現役大統領として初めて広島を訪問して被爆者の方たちを対面したことは歴史的な出来事で、広島スピーチはプラハのスピーチと合わせて歴史に残るのだろう。残りの任期が短い大統領の花道としては大成功だったと言うべきなのだろう。しかし物足りないという印象は拭えない。期待が大きすぎたのかもしれない。
